Recommended Action
  1. Receive presentation from the Health and Human Services Agency on the Mental Health Services Act (MHSA) Community Planning process for development of the MHSA Three-Year Program and Expenditure Plan for fiscal years 2020-21, 2021-22, and 2022-23.; and
     
  2. Approve implementation of the final MHSA Three-Year Program and Expenditure Plan for fiscal years 2020-21, 2021-22, and 2022-23.

Reason for Recommended Action/Background
In September 2019, the Yolo County Health and Human Services Agency (HHSA) began the Community Program Planning (CPP) process for its Mental Health Services Act (MHSA) Three-Year Program and Expenditure Plan for Fiscal Years 2020-2021, 2021-2022, and 2022-2023 (MHSA 3-Yr. Plan for 2020-2023). The process was led by HHSA Community Health Branch staff in collaboration with C.A.R.E. Consulting Group.  

The MHSA community planning process took place in three broad stages:   

Stage 1 (September - November 2019)
This stage centered around activities to educate partners on the MHSA planning process, build an ongoing community engagement work group to provide feedback on MHSA's work, and the collection of information from key stakeholders, community partners and residents to help inform the MHSA 3-Yr. Plan for 2020-2023 priority areas.

Stage 2 (December - March 2020)
In collaboration with the MHSA community engagement work group and HHSA staff, this stage focused on reviewing the community feedback collected in stage 1 to develop the priority areas for the MHSA 3-Yr. Plan for 2020-2023.

Stage 3 (March – July 2020)
The final stage focused on final review of the draft MHSA 3-Yr. Plan for 2020-2023. Between June 19 and July 20, 2020, the draft MHSA 3-Yr. Plan for 2020-2023 was made available for public review and comment. Public Notices and links to the draft MHSA 3-Yr. Plan for 2020-2023 were distributed via email to MHSA newsletter subscribers, community stakeholders, focus group participants, the Community Engagement Work Group, the Local Mental Health Board, the Board of Supervisors, and posted externally in all HHSA facilities (Woodland, Winters, Davis, & West Sacramento) and a community location in Esparto, CA. Hardcopies of the draft MHSA 3-Yr. Plan for 2020-2023 and comment forms were also made available at these locations, by front desk staff and also by request. Additionally, MHSA Public Notices were published in the Davis Enterprise and Woodland Daily Democrat. 

All public comments and HHSA responses were incorporated into the final draft of the MHSA 3-Yr. Plan for 2020-2023.  On Monday, July 20, 2020, at 5:30 PM, a public hearing was held by the Yolo County Local Mental Health Board, via teleconference. At that time, HHSA requested the Local Mental Health Board's recommendation for the final draft of the MHSA 3-Yr. Plan for 2020-2023 to be submitted to this Board of Supervisors (BOS).  Having successfully obtained that recommendation, HHSA now seeks the BOS approval of the finalized MHSA 3-Yr. Plan for 2020-2023 for implementation.

History
The Mental Health Services Act, passed in 2004 as Proposition 63, provides for a 1% tax on personal incomes over $1 million. This revenue is divided by formula and distributed directly to counties to expand and transform the mental health system while meeting the needs of unserved or underserved consumers. On a triennial basis, each county is required to submit a program and expenditure plan for use of these funds, followed by two annual updates to the plan.
