Background
On March 24, 2020, the Board of Supervisors (Board) approved the concept of the Community Benefit Fund and allocated $250,000 toward implementing this effort to help combat COVID-19. Since that time, the Yolo Community Foundation (YCF) has worked with county staff to set up an application process, bring in a steering committee, leadership advisory group, and volunteer corps, raise additional funds from partners in the public and private sector, and grant out $404,000 in funds to 30 nonprofit organizations throughout Yolo County.

However, there is still a great need for additional resources to be put toward this effort, as YCF and the County have only funded 30 out of over 70 applications for assistance. In light of this need, and with the injection of CARES Funds into the County budget, the Board approved another $250,000 to assist in this process on July 21, 2020 as part of a budget resolution allocating funds toward the CARES Expenditure Plan.

While the County has an existing agreement with YCF, CARES funding necessitates new requirements for how funds are spent. Therefore, authorizing the County Administrator or designee to sign a new agreement with YCF would ensure CARES funding requirements are met. The County Administrator or designee will finalize the form of the agreement with assistance from County Counsel to include CARES act (and other federal requirements).
