Reason for Recommended Action/Background |
On December 13, 2016, the Board of Supervisors approved the original agreement (No. 16-201) with Yolo Community Care Continuum for the period of December 1, 2016 through June 30, 2017 for $20,138.57. The Agreement provided funding for Yolo Community Care Continuum to procure housing expediently for Yolo County CalWORKs families in Yolo County. The goal of the agreement is to rapidly move families out of motels and temporary shelters into permanent housing, which will preserve programmatic funding and allow families to stabilize more expediently. Staff is requesting an amendment to the Original Agreement to extend the services through June 30, 2018 and increase the agreement by $40,000 for the period of July 1, 2017 through June 30, 2018. This Amendment will be funded by Yolo County CalWORKs Housing Allocation, which is a unique Federal funding stream that provides the ability to pay for temporary housing in motels and permanent housing supports (rent, deposit and household goods) for homeless families receiving CalWORKs in Yolo County.
Staff within the Yolo County Health and Human Services Agency is currently working to develop new programs and positions internally to serve the need for local housing procurement, but the Agency does not currently have any programs in place that could replace this contract. Extending this contract through the end of this fiscal year will allow staff time to either fully developed internal programing to serve this need or solicit bids through a competitive request for proposals process. This Agreement was originally sole sourced to Yolo Community Care Continuum based on its extensive experience offering housing procurement services to other clients of the Agency, and existing relationships with many local landlords. It was determined that a sole source was necessary for this Agreement because staff would like to avoid creating an environment in which multiple housing programs are competing against each other to secure housing placements, driving up housing prices and alienating landlords. |
