Recommended Action
Approve second amendment to Agreement No. 14-121 with Tschudin Consulting Group, increasing maximum compensation by $100,000 and extending the term for one year (July 1, 2018 through June 30, 2019) to provide specialized consulting services to the Natural Resources Division relating to the Cache Creek Area Plan program.

Reason for Recommended Action/Background
At their June 24, 2014 meeting, the Yolo County Board of Supervisors approved the execution of Agreement No. 14-121 (Attachment A), a three-year agreement with Tschudin Consulting Group for specialized consulting services relating to the Cache Creek Area Plan program. This agreement expired on June 30, 2017. Upon expiration, a first amendment to Agreement No. 14-121 was approved by the Board of Supervisors on September 26, 2017 (Attachment B) and covered an increase in the maximum compensation by $100,000 and a one-year extension in the contract term to cover Tschudin's consulting services for the following projects:
 
  •    Cache Creek Area Plan 20-Year Update
  •    Cache Creek Parkway Plan
  •    Process of obtaining State & Federal Permits
  •    Off-Channel Mining Plan Implementation
  •    Miscellaneous Cache Creek Area Plan program activities

At this time, Staff is seeking Board of Supervisors approval for a second amendment of Agreement 14-121, again increasing the maximum compensation by $100,000 and extending the contract term by one year in length (Attachment C). The timelines for the above projects have extended beyond their anticipated completion date, thus the need for a second extension. It is important that the Natural Resources Division retains the consulting services provided by Tschudin Consulting Group while these projects reach their completion as Tschudin serves as the project manager for each.

Staff has collaborated with the Department of Financial Services and the Office of County Counsel.
Competitive Bid Process
The initial agreement entered into with Tschudin Consulting Group in 2014 was a sole source contract. The sole source was approved due to the institutional knowledge of the Cache Creek Area Plan that Tschudin Consulting has obtained over the past 20+ years. Tschudin was involved in the planning, adoption, and implementation of the Cache Creek Area Plan beginning in 1994.

Since that time, Tschudin Consulting Group was awarded a three-year on-call consulting services contract through the competitive RFP process initiated by the Department of General Services in Spring 2017 and formally approved by the Board of Supervisors in June 2017. If this second amendment is approved, this request will result in the extension of a sole sourced contract. The services specified in the scope of work are in support of projects that are currently underway. There are no new services or projects proposed in this request. New projects or services, if necessary, will be authorized through the competitively awarded on-call consulting services contract held by the Department of General Services.
