Background on the In-Home Supportive Services Advisory Committee
The Yolo County In-Home Supportive Services (IHSS) Advisory Committee was established in August 29, 2000, with Resolution Number 2000-174.  The primary functions of this committee are to submit recommendations to the Yolo County Board of Supervisors on the preferred mode or modes of services to be utilized in the county for IHSS and to provide ongoing advice and recommendations regarding IHSS to the Board of Supervisors and any administrative body in the county that is related to the delivery and administration of IHSS.
 
IHSS Advisory Committee By-Laws
The In-Home Supportive Services Advisory Committee’s powers and responsibilities are designated by its by-laws. These by-laws had not been updated since their adoption in August 2000. In September 2017, the committee began reviewing its by-laws and determined that the existing by-laws contained outdated provisions that needed to be updated. Through research and strategic planning, the following updates were identified:
  • Simplified membership categories that allow the Board of Supervisors to appoint members to any membership category (Section 2).
  • Updated selection and recruitment processes to included electronic notices (Section 3).
  • Simplified membership to 4 year terms (Section 4).
  • Added information regarding agenda development, creation of an annual work plan and use of sub-committees to help foster effective meeting sessions (Sections 7 and 8).
  • Added a process for future amendments to the by-laws (Section 9).
These updates were reviewed by County Counsel, and the committee passed the recommended updates with a 4-0 vote at the June 13, 2018, meeting.
 
At this time, it is the recommendation of staff and the In-Home Supportive Services Advisory Committee that the Board of Supervisors approve the recommended by-law updates.
