Recommended Action
  1. Approve agreement with Mark Thomas & Company, Inc. in the amount of $1,278,264 to provide bridge design and environmental services for two bridge replacement projects on County Road 96 and one bridge replacement on County Road 49; and
     
  2. Delegate authority to the Director for Public Works to sign the agreement and to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to this Agreement.

REASON FOR RECOMMENDED ACTION
 
Approval of the agreement will provide bridge design and environmental services from preliminary design through environmental clearance.  This agreement will provide continuity over the life of the projects allowing the County to benefit from the efficiencies of the same team preparing the design and all required engineering and environmental studies.
 
BACKGROUND
 
The CR 49 bridge over Hamilton Creek (No. 22C-0095) Replacement project is located in the Capay Valley approximately 0.11 miles north of the intersection with CR 50. The existing two lane bridge was built around 1911, and is approximately 26 feet long and 22 feet wide. The bridge has a sufficiency rating of 43.1 (out of 100), and the bridge has been determined to be functionally obsolete.Tentatively the bridge is scheduled for construction during the summer of 2022.
 
The CR 96 bridge over Union School Slough (No. 22C-0126) Replacement project is located approximately 1.38 miles south of the intersection with CR 27 northwest of Davis. The existing two lane bridge was built around 1930, and is approximately 40 feet long and 23 feet wide. The bridge is a reinforced concrete T-Beam (5) supported on reinforced concrete diaphragm abutments with wing walls at 45 degrees on unknown footing. A 2013 Caltrans inspection found the sufficiency rating to be 42.6, and the bridge was determined to be structurally deficient. Tentatively the bridge is scheduled for construction during the summer of 2023.
 
The County Road (CR) 96 Bridge over Dry Slough (No. 22C-0127) Replacement project is located approximately 0.45 mile north of the intersection with CR 31 west of Davis. The existing two lane bridge was built around 1929, and is approximately 44 feet long and 24 feet wide. The 2013 Caltrans inspection found the sufficiency rating to be 46.5, and the bridge was determined to be functionally obsolete. Tentatively the bridge is scheduled for construction during the summer of 2024.
 
These bridge replacement projects have received Federal Highway Bridge Program funding for preliminary engineering.  The scope of work under the Agreement  includes bridge engineering design; control surveys and topographic mapping; technical studies; environmental studies; right of way engineering; plans, specifications and estimates; and assistance as needed with construction.

Competitive Bid Process
A Request for Proposals was circulated on Bidsync seeking the services needed to ready these three projects for construction.  Two proposals were received in response to this advertisement.  A selection committee of Public Works staff engineers reviewed the proposals and conducted interviews of the companies.  Based on the requirements in the RFP, and following federal procedures required to ensure the costs of the services qualify for federal reimbursement; Mark Thomas & Company was identified as the firm with the best proposal and qualifications.

This contract is a one time commitment over nine years, at a maximum cost of $1,278,264.  Over the life of the agreement, these bridge projects will use toll credits in-lieu of County matching funds, resulting in a federal reimbursement rate of 100% under the federal Highway Bridge Program.  Sufficient funds have been budgeted in the FY 2018/2019 budget for the tasks planned to begin this fiscal year.  Annually, funds needed for these services will be included in the Road Fund budget for consideration by the Board of Supervisors.
