Recommended Action
Approve first amendment to Agreement No. 15-18 with CommuniCare Health Centers, Inc. to increase the contract by $6,251 for 2018-19 for a maximum amount of $118,751, to provide Family Life Skills Program for the period July 1, 2015 through August 31, 2018.

Reason for Recommended Action/Background
Yolo County is mandated by statute to provide reasonable services for parents whose children have been removed from the home and families that are in the reunification process. The goals of the Family Life Skills Program are to:
  • Support families as children transition home from foster/kinship care
  • Support at-risk families that retain custody of their children
  • Decrease the likelihood of future child maltreatment and involvement with the Child Welfare System
  • Provide the parental system/unit with positive and effective parenting philosophies and skills.
Based on a self-assessment completed by the parent as well as an assessment by the social worker, CommuniCare staff selects the appropriate training modules to be provided to the parent.  The modules may include: direct, hands-on assistance in learning and practicing basic life skills that will enable parents to keep their children healthy and safe once they return home, one-on-one instruction and coaching in the home and in the community and selection of appropriate training modules – such as home safety and cleaning, time management, budgeting, and parenting skills. CommuniCare Health Centers, Inc. Staff will provide follow-up and support while the family practices their newly gained skills.  Child Welfare Services social workers maintain close contact with this program as it is an important tool for assessing the family’s readiness for reunification.
 
The services currently being provided by CommuniCare Health Centers, Inc. under this contract, meet the unique needs of the Child Welfare Service program.  The increased level of funding allows the department to meet the increased need for family life skills program experienced during FY 2018-19.  CommuniCare has already provided increased services and this amendment will enable them to be reimbursed for the services provided on the department’s behalf.

  • One-on-one instruction and coaching in the home and in the community based on Active Parenting Surveys and the Social Worker’s assessment of the client’s skills.

Competitive Bid Process
The current contract being amended by this agenda item was selected through a Request for Proposals (RFP) that was released on January 5, 2015. Yolo County received three (3) proposals from that solicitation, and the proposal from CommuniCare was evaluated and determined to meet the required qualifications to provide these services.

Additionally, HHSA released a new RFP for Building & Strengthening Protective Factors Services on April 23, 2018. Potential bidders were offered the opportunity to ask questions during a mandatory Bidders’ Conference on May 3, 2018, and the proposal remained open through June 6, 2018 (7 weeks). HHSA will provide the Board with additional information regarding the RFP process and selected providers when the completed contracts are presented to the Board for approval early in fiscal year 18/19.
