Recommended Action

Reason for Recommended Action/Background
The Child and Youth Full Service Partnership (CY/FSP) services and treatment are community centered rather than facility based are patterned upon evidence-based or best practice-based models of treatment incorporating principals of resiliency and recovery.  All CY/FSP services meet the MHSA criteria of focusing on incorporating concepts of wellness, recovery and resiliency, with attention to the importance of client-driven services while reducing disparities in access to mental health services and thereby improving outcomes.
 
These contracted services provide and improve continuity of care and better access to mental health services to SED children and youth under the age of 16 years who are unserved, underserved or inappropriately served and who otherwise lack access to mental health treatment services.
 
Approval of this amendment with Turning Point Community Programs will further the County’s effort to support community-based services to children and youth by increasing access to services in local communities and prevent higher cost of care from occurring more than necessary, while the current Request for Proposal(s) RFP is in the process of being finalized. The new contract(s) are to be effective September 1, 2018.
 
Performance Measures:
Performance Measures are currently being reviewed by Program and are to be established in all new contracts in Fiscal Year (FY) 2018-19.

Competitive Bid Process
On April 2, 2018, Yolo County circulated and distributed a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing Child Youth and Family Outpatient Mental Health Services to address the total needs of a family whose child (and possibly other family members) that is experiencing significant emotional, psychological or behavioral problems that are interfering with their wellbeing.
 
The RFP Proposal(s) Response(s) were due May 17, 2018, providing 45 days for proposed bidders to respond. Proposers were given the option of submitting proposals that included providing some or all of the services requested.  Yolo County received six (6) proposals from this solicitation.  The proposal(s) submitted by CommuniCare Health Centers, Inc., Turning Point Community Programs, Victor Community Support Services and Stanford Youth Solutions were issued an Intent to Award.  Currently, the County is negotiating their contracts.

No county general funds are required by this action.  The total cost of the Agreement is $1,062,500 and will be funded with Medi-Cal Federal Financial Participation (FFP), and with State funds.  The amount of $62,500 is included in the HHSA adopted budget for FY18-19.
