Recommended Action |
- Approve fourth amendment to agreement with Vista Pacifica Enterprises Inc. to increase the contract amount by $95,000 for 2017-18, for a new contract maximum amount of $2,067,783.12 to provide Institute for Mental Disease services for the period January 18, 2016 through June 30, 2019; and
- Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic changes or increases in funding.

Reason for Recommended Action/Background |
The Health and Human Services Agency desires to provide consistent and quality care in locked inpatient settings when deemed necessary for the safety and stability of individuals served by the local Mental Health Plan. Vista Pacifica Center in Riverside operates an Institute for Mental Disease (IMD) program, providing treatment and care to Yolo County beneficiaries since 2016. The program offers specialized treatment including pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment. These services are available in a 24-hour care, non-state hospital locked setting to referred adults who are conservatees of Yolo County Public Guardian, and require treatment in such a secure environment.
The increased amount for this Fourth Amendment is necessary to align the contract amount with actual expenditures in fiscal year 2017-18. The increased funds being utilized in this contract will be provided via cost savings from another underutilized contract.

Competitive Bid Process |
On July 31, 2007, the Board of Supervisors granted an approval to Yolo County Health and Human Services Agency (HHSA) for certain exceptions to the contract procurement policy. According to this approval, Residential Treatment Services in a locked 24-hour facility are classified as “Any Willing Provider” and are exempt from the competitive bid process. |
