Recommended Action |
- Authorize the Director of the Public Works Division to execute a utility locating contract for the County Road 98 Bike and Safety Improvements Project to the lowest responsive proposer; and
- Authorize the Director of the Public Works Division to approve all contract change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background |
These actions will allow the Department to efficiently award a services contract and promptly proceed with the location of underground utilities.
BACKGROUND
The CR 98 Phase II project will extend the improvements completed in 2014 between Woodland and County Road 29 southward to the Solano County line. The project received federal transportation funding for preliminary engineering and project development through the Sacramento Council of Governments (SACOG) in the amount of $1,593,400.
Part of project development is to locate existing underground utilities within the project area in order to determine which, if any, underground utilities must be relocated as part of the eventual road construction.
The utility location work is expected to include approximately 220 location holes and take 50 working days to complete. No road closures will be needed to complete utility location operations. Most locations will be outside the existing road and require only minimum traffic control. Less than 10% are located within the existing paved road and will require a temporary-lane closure.
A request for bids for utility location work was circulated on BidSync on June 12, 2017. Bids were opened on July 11, 2017. The results of the bid opening were not known at the time of the submittal of this report. |
