Recommended Action
  1. Introduce by title only, waive second reading, receive public comment and adopt proposed amendment to Chapter 5 of Title 4 of the Yolo County code to more closely match the Federal Aviation Administration Policy on the Non-Aeronautical Use of Airport Hangars.

Reason for Recommended Action/Background
In June 2016, the Federal Aviation Administration (FAA) issued its final Policy on the Non-Aeronautical Use of Airport Hangars. The policy clarifies the FAA’s stance regarding non-aeronautical items that can be stored in airport facilities designated for aeronautical use. In order to conform County code to the FAA policy, staff recommends an amendment to Section 4-5.601 (a).  The goal of the change is to more closely align with the FAA policy in regards to automobile and truck storage. Currently the County code only allows an automobile or truck to be stored in a hangar in a space designated for an aircraft when that aircraft is being flown. The recommended change will allow automobiles or trucks to be stored in a hangar any time as long as the storage does not interfere with an aircraft’s movement in and out of the hangar or impede access to the aeronautical items stored in the hangar. On November 17, 2016 the Airport Advisory Committee (AAC)  held a meeting, discussed the ordinance change, and voted to support it. On February 7, 2017 an email of the minutes for the November 17, 2016 meeting was sent to airport tenants and neighbors.
 
Attached is the draft ordinance showing the recommended changes.  Staff has reviewed the edits with the Aviation Advisory Committee who unanimously voted to recommend approval. The proposed ordinance change was previously presented to the Yolo County Board of Supervisors on March 21, 2017. At that meeting the Supervisors asked staff to return for a second reading with more public input.  

On May 2, 2017 the West Plainfield Advisory Committee (WPAC) held a meeting which included the proposed ordinance change as an agenda item . The agenda, along with the proposed change and the FAA policy was emailed to community members. At the WPAC meeting staff announced the proposed changes to the ordinance. The Committee and community members in attendance discussed the reason for the change and the consequences of the change and had no feedback.
