Recommended Action |
- Approve three-year contract in the amount of $33,561 to lease real property located at 52915 Netherlands Avenue, Clarksburg, CA 95612, from the Friends of the Clarksburg Public Library, Inc., a California not-for-profit public benefit corporation.
- Authorize the Director of General Services to approve a two-year lease extension in 2020 if approved by the Library and the Friends of the Clarksburg Public Library.

Reason for Recommended Action/Background |
The Friends of the Clarksburg Public Library, Inc. (Clarksburg Friends), owns the building on Netherlands Road, that currently houses the Clarksburg branch of the Yolo County Library. This partnership has existed since 1964/1965 when the Clarksburg Friends purchased a building to be used as a Library in lieu of bookmobile services. It was the understanding of the lessse and the lessor at that time that the County would pay below market rate based on an amount that would cover the lessor's operating costs for the facility, including small amounts for a contingency fund to cover unexpected building maintenance and repair costs. This understanding has continued since that time and it has been reflected in all prior agreements as well as the one now being presented to the Board.
The existing lease, Agreement #12-51, for the Clarksburg Branch Library expires on June 30, 2017. The new agreement extends the existing tenancy from July 1, 2017 through June 30, 2020 with an additional 24 month extension that may be approved by the General Services Director. The previous lease agreement had also included a 24 month extension. The total cost of the new agreement over the three year period is $33,561. The lease terms are below market rates and the relationship with the Clarksburg Friends continues to be positive and collaborative. Without the support of the Clarksburg Friends, the community would have very limited library services. |

The location of the Clarksburg Branch Library is a collaboration with the Friends of the Clarksburg Public Library, Inc., and we have informed County Counsel and the Library Advisory Board of our intent to continue leasing the building. |
