Recommended Action

The County Administrator recommends that the Board of Supervisors adopt a resolution declaring certain County-owned real property as surplus and providing a Notice of Intention to sell surplus real properties at a public meeting. If approved, the following actions are required:  

  1. Declare the real property described as 255 C Street, Woodland, California (APN: 063-060-006) as surplus to the needs of the County and provide Notice of Intention to sell the surplus real property to the highest responsible bidder, in accordance with the terms and conditions as set forth in the Bid Submittal Instructions and the Purchase and Sale Agreement contained within, for the minimum acceptable cash purchase price of $300,000;  
     
  2. Authorize the County Administrator to disseminate individual bid packages for the sale of the surplus property containing Bid Submittal Instructions and Purchase and Sale Agreement;
     
  3. Require each written and oral bid to be accompanied by a Bid Guarantee in the form of a cashier’s check in the amount of 10% of the bid amount;
     
  4. Authorize the Clerk of the Board to publish the Notice of Intention to sell the surplus real property in the Daily Democrat, a newspaper of general circulation published in the County, pursuant to California Government Code Section 6063; and
     
  5. Set September 12, 2017 at 9:00 a.m. or as soon as possible thereafter, in the Chambers of the Yolo County Board of Supervisors located at 625 Court Street, Woodland, as the time and place to conduct a public hearing to open received bid packages and consider offers to purchase the surplus real property.

Reason for Recommended Action/Background
The County currently has a parcel of property in the City of Woodland that is considered surplus in that there is no identifiable need for County use in any existing planning document.  This parcel is located at 255 C Street, Woodland.  It is slightly over three acres in size and was previously the branch jail.   In recent months, the County has had inquiries from two separate entities desiring to acquire this surplus property.  Alternately, the County could retain the property in the event there is a future need; however, staff do not recommend this as the highest and best use of the land.  Current estimated value of the property to be surplused is $300,000.
 

Surplus real property estimated to have a value of over $25,000 is subject to disposal through a competitive bid process in the manner prescribed in California Government Code section 25520 et seq.  In order to conduct the competitive bid process, the Board must adopt a resolution (Attachment A) describing the property to be sold, fixing a date and time to open sealed proposals, and establishing minimum bid amounts. At the public meeting, the Board may also consider oral bids, and choose to award the sale of the property to the highest responsible bidder, or reject all bids. Notices of the adoption of the resolution and intent to sell County-owned real property (Attachment B) will be published for three successive weeks in accordance with California Government Code section 6063. Individual bid packages (Attachment C) containing submittal directions, bid forms, and purchase and sale agreements will be available upon request, and bid submittals will be received until 4:00 p.m. on September 11, 2017. Setting the public meeting date for September 12, 2017 will allow for three weeks for the publishing of notices, additional marketing, the receipt of bid submittals, and staff preparation for the public meeting.
