Recommended Action |
- Approve renewal agreement with Turning Point Community Programs to provide outpatient specialty mental health services in the amount of $186,384 from July 1, 2017 through June 30, 2018; and
- Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this Agreement.

Reason for Recommended Action/Background |
Turning Point Community Programs will provide a community-based, outpatient program providing specialty mental health services to consumers who have a history of or are at risk for psychiatric hospitalization and/or placements in Institutions for Mental Disease (IMD). The services aim to restore, maintain, or improve personal independence and functioning consistent with requirements for learning and development, and services are provided in a less restrictive environment. While consumers receive appropriate level of services, the department is able to achieve cost saving by reducing placements in other higher levels of care.
On March 3, 2014 the Yolo County Health and Human Services Agency (HHSA), formerly known as Alcohol, Drug and Mental Health Department (ADMH) issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing Adult Outpatient Specialty Mental Health Services to Yolo County mental health clients that were community centered rather than facility based and patterned upon evidence-based or best practice-based models of treatment incorporating principles of “recovery” from symptoms of mental illness.
HHSA received two (2) proposals from this solicitation. After evaluation of the proposals received, Turning Point Community Programs was selected to provide these services. On May 10, 2014, the Board of Supervisors approved the original Agreement with Turning Point Community Programs to provide adult outpatient specialty mental health services from July 1, 2014 through June 30, 2017, with an option to extend the Agreement for an additional two fiscal years.
HHSA is requesting Approval of this Agreement in order for Turning Point Community Programs to continue to provide these services for an additional fiscal year, while HHSA prepares to issue an RFP in fiscal year 2018-19.
