Reason for Recommended Action/Background |
On September 13, 2016, following a Request for Proposals, the County entered into an agreement with Kinsey & Kinsey, Inc. (Kinsey) for the purchase of assessment, consultation, and professional services about the County’s implementation of the Infor Enterprise Resource Planning software (ERP). Kinsey and County staff completed the creation and on-time launch of the improved accounting structure in the Finance module of the system. The first year contract amount was $270,850 and staff is requesting a two-year extension and an increase of $1,002,930 to the existing contract. The contract amount for 17-18 is $702,930 and this amount was approved with the Recommended Budget on June 13, 2017.
Building on our significant accomplishments utilizing Kinsey support, Kinsey will now guide the County through the necessary improvements to the Procurement module and System Security. The County will implement several security solutions from Kinsey (Exhibit D of Attachment A) that will assist with improving Security and monitoring of the system. Additionally, Kinsey will take over as the consultants for the completion of the Talent Management implementation that has been on hold pending the now completed changes in the Human Resources system. Funds are budgeted for these purposes and this action is to increase their contract maximum and term. As shown on Attachment B, the projected reduction in the Infor contract as a result of this shift is expected to be approximately $242,476.
Due to Kinsey’s success and the further improvements possible to the Infor system, staff recommends that the Board of Supervisors approves this second amendment with Kinsey & Kinsey, Inc. for an additional $1,002,930 for a total three-year amount of $1,273,780. The net fiscal impact if the $242,476 in Infor savings noted above is included is an additional $760,454 rather than the increased contract amount of $1,002,930. |
