Introduction of an ordinance creating the Health and Human Services Agency. (No general fund impact) (Pogledich)
Recommended Action
  1. Introduce by title only, waive first reading, and receive a staff presentation and public comments on an ordinance establishing the Yolo County Health and Human Services Agency (Att. A);
     
  2. Provide any direction to staff regarding the content of the ordinance and related issues; and
     
  3. Continue the ordinance to the next regularly-scheduled Board of Supervisors meeting for adoption.

Reason for Recommended Action/Background
On January 27, 2015, the Board of Supervisors approved a multi-phased approach and proposed organizational structure for the integration of the Health Department, Department of Alcohol, Drug, and Mental Health Services, and Department of Employment and Social Services.  The Board of Supervisors also directed the Office of the County Counsel to take any actions legally required to establish an integrated Health and Human Services Agency.
 
This ordinance response to the Board's direction.  The ordinance formally consolidates the above-referenced departments into the Health and Human Services Agency, which began operating in an integrated manner on July 1, 2015.  The ordinance briefly identifies the purpose and duties of the Agency, outlines various responsibilities of the Director and other officers included within the organizational structure of the Agency, and otherwise provides for the transition of various existing positions and services into the newly-created Agency.

This ordinance will be introduced for initial consideration on July 7 and will return for adoption on July 28.
