Recommended Action |
- Approve changes listed under the Justice Reinvestment Initiative Grant Amendment No. 1 to the Bureau of Justice Assistance Justice Reinvestment Initiative Grant awarded September 1, 2014.
- Approve Budget Resolution to increase the Probation Department's approved 2015-16 appropriations and revenue.
- Delegate signing authority to the Chief Probation Officer to sign this amendment and all future amendments to this grant that do not increase or decrease the overall grant award amount.

Reason for Recommended Action/Background |
On September 11, 2014, the Bureau of Justice Assistance and the Justice Reinvestment Initiative (JRI) selected Yolo County as a Phase II JRI site. Phase II sites are eligible for seed funding and will receive intensive, onsite targeted technical assistance to support the implementation of justice reinvestment strategies in the communities. The County was originally awarded $244,947 to improve the supervision and treatment of drug abusing offenders on Probation and develop and enhance the effectiveness of in-jail treatment programming. The additional funds of $8,500 will support the successful implementation of the Failure to Appear Call Reminder System for those with felony cases pending court. By calling these offenders several times to remind them of their hearing prior to their scheduled court date, this will reduce the number of FTA bench warrants issued, and in theory, lower the number of jail bookings related to those FTAs. Included in the scope of this amendment is the inclusion of work provided by Northern California Construction Training. The Board of Supervisors awarded a Pomona Fund Grant to NCCT to support the vocational education and job placement services provided by NCCT. This amendment uses cost savings identified during implementation of the grant scope to support NCCT for five months after the Pomona Fund Grant expired. By sustaining what is the only offender specific vocational education project with these funds, the JRI Workgroup, the CCP, and the Board of Supervisors are giving offenders in our community the best opportunities available to change their behavior. |
