Recommended Action |
- Approve an amendment to the consulting services agreement with Douglas Environmental for an amount not to exceed $100,000 (with $20,000 reimbursable) and an extension of time to June 30, 2016 to provide services pertaining to the County’s Delta, flood, and habitat advocacy program.
- Authorize the Chair of the Board of Supervisors to sign the amendment.

Reason for Recommended Action/Background |
On January 1, 2015 the County entered into agreement number 2015-280 with Douglas Environmental for a period of six (6) months to provide consulting services related to Delta advocacy. Douglas Environmental has been providing consulting services to the County for Delta advocacy since 2010 specifically related to analysis of the Bay Delta Conservation Plan. Over the past several months Delta advocacy has expanded to include work related to the implementation of the Corridor Management Framework (CMF) plan and the Lower Sacramento-Delta North Regional Flood Management Plan (RFMP). Douglas Environmental has been secured by the RFMP Project Delivery Team to work on outreach and environmental components of the CMF. This amended consulting agreement seeks to augment the work Douglas Environmental is conducting as part of the RFMP and the CMF and expand on those areas specific to the components directly attributable to Yolo County including the Yolo Bypass, Knights Landing, the Town of Yolo, Clarksburg and the cities of Woodland and West Sacramento.
In addition, Douglas Environmental will provide technical assistance related to the State’s two new programs, EcoRestore and the California Water Fix. Douglas Environmental will also sub consult and oversee the fish biologist (selected by the County) that will study the impacts of proposed fish habitat related projects in the Yolo Bypass in an amount not to exceed $20,000 annually.
It is anticipated that $20,000 of the total contract amount will be reimbursed through grants. |
