Recommended Action |

Reason for Recommended Action/Background |
Since July 2013 the County has contracted with Consero Solutions to provide professional consulting services pertaining to the County’s Delta Advocacy program including the Bay Delta Conservation Plan, the DWR - FESSRO Central Valley Flood System Conservation Strategy, the Delta Counties Coalition, and the federal Biological Opinion process. Over the past 18 months the Delta Advocacy program has been expanded to include the development of the Lower Sacramento-Delta North Regional Flood Management Plan and more specifically, the implementation of the Corridor Management Framework Plan that includes specific flood risk reduction and habitat proposals related to the Yolo Bypass, Knights Landing, Clarksburg, the Town of Yolo, the cities of West Sacramento and Woodland and other related proposals and projects.
While the scope of services (attachment 2) for the Delta Advocacy portion of this master agreement have been expanded, the proposed contract amount is $20,000 less than it has been in previous years. This is attributable to the recent change at the State related to the Bay Delta Conservation Plan and specifically Conservation Measure 2. However, additional work will still be required as a result of the State’s new EcoRestore and California Water fix programs. In addition, it is anticipated that $20,000 will be reimbursable to the County through grants.
Under this agreement Consero Solutions will also assist the County in securing state and federal funding for priority projects in the Agriculture Department, Health and Human Services Department and the Planning, Public Works and Environmental Services Department (see scope of services - attachment 3). Consero Solutions will work with the County Administrator’s Office to ensure consistency with Board of Supervisors priorities and will develop two-year funding strategies for each of these Departments and the rural initiative program, including selection of grant opportunities and internal schedules for applying for grants in a timely manner. These services are capped at $50,000.
Finally, Consero Solutions proposes to assist the County Counsel’s office with work related to habitat conservation enhancement and recreational improvements on Grassland Park and the Davis Communication Site. Estep Consulting, Neuvert GIS, and Alford Environmental will assist as sub consultants with this effort under the Consero agreement (see scope of services - attachment 4). The contract cap, including all sub consultants, is $62,915.
