Public hearing regarding the application for $29,418 in Bureau of Justice Assistance Grant funds to support the Anti-Drug Abuse Program. (No general fund impact) (Reisig/Bair)

Recommended Action
  1. Hold a public hearing and receive comments regarding the application for grant funding from the Bureau of Justice Assistance (BJA) grant funds to support the anti-drug abuse program, and
     
  2. Adopt a resolution granting authority for the District Attorney to apply, on behalf of Yolo County, for 2015-16 funding from BJA for the Justice Assistance Grant (JAG) program to provide $29,418 in funding for anti-drug abuse programs.
     
  3. Authorize Chair to sign agreements with the City of Woodland and the City of West Sacramento for the 2015 Byrne Justice Assistance Grant (JAG) Program Award.

Reason for Recommended Action/Background
The District Attorney's Office has received Byrne funding since the 1990-91 fiscal year which has been utilized to support the District Attorney Anti-Drug Abuse grant program since that time. Commencing the 2005-2006 fiscal year Byrne funding was split between the Bureau of Justice Assistance (JAG Grant) and the Board of State and Community Corrections. An agreement was reached between the District Attorney and the City of West Sacramento and the City of Woodland whereby all available funding should be applied to support the continuation of the Anti-Drug Abuse Program. This program supports one YONET agent.
Collaborations (including Board advisory groups and external partner agencies)
County Counsel has approved the resolution as to form. All of the police chiefs of Yolo County, the Sheriff, Chief Probation Officer, YONET Commander and the District Attorney are all members of the Local Law Enforcement Coordinating Committee and make recommendations regarding grant expenditures. The Yolo County Courts, Public Defender and the Department of Corrections are also involved.
