Authorize advertisement for construction of County Road 99 (West Street) Rehabilitation Project (CR 99 from Kentucky Ave. to the railroad tracks approximately 1 mile north, including Barnard Street). (No general fund impact) (Echiburu/Aleaf)
Recommended Action
  1. Adopt the plans and specifications for County Road 99 (West Street) Rehabilitation Project (CR 99 from Kentucky Ave. to the railroad tracks approximately 1 mile north, including Barnard Street.)
     
  2.  Authorize the Assistant Director for Public Works of the Department of Planning, Public Works and Environmental Services to sign the Notice to Contractors.
     
  3.  Authorize the Department of Planning, Public Works and Environmental Services to advertise for competitive bids. 
     
  4.  Authorize the Director of Planning, Public Works and Environmental Services Department or the Assistant Director for Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids.
     
  5. Authorize the Director of Planning, Public Works and Environmental Services or the Assistant Director for Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
These actions will allow the department to solicit competitive bids, expedite the contract award, and promptly proceed with construction.

County Road (CR) 99 (West Street) provides access to Woodland from Interstate 5. CR 99 (West Street) carries approximately 8,400 vehicles per day. This project will rehabilitate CR 99 (West Street) between Kentucky and the railroad tracks, as well as the Barnard Street cul-de-sac. Previous efforts to complete the work as a part of the 2012 Rehabilitation project were postponed in order for Caltrans to complete repairs to the bridge over Interstate 5.
 
The existing pavement along County Road 99 (West Street) and Barnard Street has far exceeded its design life, it requires extensive and frequent maintenance, and needs to be replaced. The existing road surface, asphalt and base course, will be recycled in-place and treated with cement, and be overlaid with hot mix asphalt. Barnard Street will be milled and overlaid with hot mix asphalt. The work will also include shoulder backing and striping. The project location map is shown in the attached Exhibit A.
 
This rehabilitation project will reduce maintenance expenditures and improve riding conditions for motorists.
 
County Road 99 (West Street) will be constructed in two stages to allow access to the businesses along Barnard Street, and it will take approximately 30 working days to complete. Road closures will be required to complete the work safely; however the contractor is required to provide access to residences and businesses along CR 99 (West Street) at all times. Advance notification signs will be placed to direct motorists to alternate routes during the closures

The engineer’s estimate including contingency and construction engineering is $1,066,498. The construction project will start and finish in FY 2015/16 and sufficient funds have been recommended in the FY 2015/16 road fund budget.
