Background
In September 2014 the Courthouse Parking Group was formed to look at parking solutions for county staff and attorneys in preparation for the opening of the new Yolo County Superior Courthouse on Main Street. Representatives from the Public Defender, District Attorney, County Counsel, Child Support Services, and County Administrators Office considered a variety of options to improve parking access, including a County shuttle service, County designated parking lot, Yolo Superior Court reserved lot spaces, and City of Woodland Permitted Parking spaces.
After discussions with internal and external stakeholders and review of financial resources the County chose to work with the City to secure permitted parking spaces for County attorneys and staff in the area surrounding the new Yolo Superior Courthouse. The result of this partnership is the attached Memorandum of Understanding (MOU) between the County and City for the Courthouse Preferential Parking Area
Courthouse Preferential Parking Area
The Courthouse Preferential Parking Area includes approximately 50 parcels bound by Third Street, Sixth Street, Main Street, and Oak Avenue that will be impacted with the opening of the new Yolo Superior Courthouse. A map of the Courthouse Preferential Parking Area can be found on page seven of the attached MOU.
Memorandum of Understanding
Upon execution of the MOU, the County will serve as the permit issuing agency for Residential permits within the Courthouse Preferential Parking. While the City will handle the initial permit issuance, Yolo County General Services staff will be responsible for issuing future permits to residents within the preferential parking area. The County will also provide the signs for City installation designating restrictions within the preferential parking area.
In exchange for serving as the permitting issuing agency, the County will receive 20 permitted parking spaces located on Fifth and Sixth Streets for county attorneys and staff. General Services will issue these permits to County staff based on the attached Yolo County Courthouse Parking Permit Allocation and Administration Process.
City and County staff will review the effectiveness and use of the preferential parking area after the new courthouse has been open for at least six months and evaluate if any changes may be needed to the area. |
