Reason for Recommended Action/Background
The process of defining the 2016-2019 Strategic Plan began in 2014 with a comprehensive action plan to develop the County’s next three-year strategic plan (attached).  Building upon successes and lessons learned from the 2012-2015 Tactical Plan process, a number of key initiatives commenced.
 
First, a Performance Measurement & Dashboard Working Group was formed to: identify best performance measure practices; develop and test a model designed for Yolo County; and create the tools and resources necessary to guide departments in measuring performance.  A related effort has also been under way to develop a dashboard to provide the Board of Supervisors, the County organization and the public a visual analysis of the well-being of Yolo County and progress toward the Board’s Strategic Plan Goals.
 
The first outcome was Yolo Performance, a result-based accountability model to take the Yolo County organization from measuring quantity (how much did we do), to measuring quality (how well did we do it) and ultimately measuring outcome (is anyone better off).  To date, the working group has defined the model, developed the tools and resources necessary to put the model in action and has initiated pilot projects with the help of the Agriculture and Child Support Services departments.  Attached is more detail on this effort and next steps.
 
In January, a Strategic Plan Working Group was formed to help shape the direction of the 2016-2019 Strategic Plan, which following input from employees and the public, will act as a guiding document for the collective work that we do for our residents, aimed at achieving the Board’s goals.
 
Following extensive outreach to and input from department leadership and employees, the Strategic Plan Working Group recommended, and the Board adopted, the following County Mission Statement and 2016-2019 Strategic Plan Goals (expanded meaning and key concepts attached).

Goals:  Robust Economy – Thriving Residents – Safe Communities – Flourishing Agriculture – Sustainable Environment
 
Since then, the working group has conducted roadshows on the Mission Statement and Goals in a majority of departments, beginning the conversation on how individual employee and department efforts support the mission and goals.  The group has also developed an online roadshow to be shared with all employees in July, with an invitation to help design icons which represent each of the five goal areas.
 
The working group, with input from department leadership, has formed five cross-cutting, multi-department goal teams, facilitated by the County Administrator’s office to: further define what success would look like in 2019; conduct brainstorming sessions with subject matter experts on 2016-2019 focus areas, organizational priorities, opportunities and challenges; recommend priorities; identify a few high-level initiatives for Board approval, and select metrics to measure success.  Ultimately, these teams may assist with collaborations necessary to accomplish initiatives and provide status updates to the Board.  More information on the role, membership and timeline for the Goal Teams is attached.
 
Right now, the Goal Teams are reaching out to as many stakeholders and partners as time permits to inform them of our efforts and to identify possible collaborations, cross-over and/or conflicts with the plans and efforts of our stakeholders and partners.  This serves as an environmental scan and an opportunity to share our 2016-2019 Strategic Plan, but will be limited due to resources and time available.
 
In September, department leadership will grapple with the results of the work of the Goal Teams and assist with the refinement of final recommendations related to high-level initiatives for the Board of Supervisors to consider during their Strategic Planning Session in October.  Departments, in concert with the County Administrator, will then craft operational plans which support the 2016-2019 Strategic Plan, provide their annual Department Updates to the Board in the spring, and incorporate their operational plans into their 2016-17 requested budgets, all with the focus of being a strategically-aligned organization.
 
An important component of being a strategically-aligned organization is being able to track our progress.  With the assistance of Erin Daube, a UC Davis graduate student, the attached economic and environmental indicators have been developed which may be utilized to build a dashboard.  Also attached is a mock-up of a possible online dashboard that drills down from the macro to the micro, which will be further refined following the work of the Performance Measurement and Strategic Plan working groups and Goal Teams, and with a number of check-ins along the way with department leadership and the Board of Supervisors.
