Recommended Action |
- Approve and authorize the Chair to sign renewal Agreement with the California Department of Public Health, Women, Infants and Children Division to receive funding in the amount of $5,366,980 for the Special Supplemental Nutrition Program for Women, Infants and Children for the period October 1, 2015 through September 30, 2019.
- Delegate authority to the Director of Health and Human Services Agency or his/her designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this Agreement.

Reason for Recommended Action/Background |
The California Department of Public Health, Women, Infants and Children Division administers funds provided by the United States Department of Agriculture (USDA), Food and Nutrition Service for the operation of the Special Supplemental Nutrition Program for Women, Infants and Children (WIC Program). Yolo County received Nutrition Services Agency (NSA) Caseload Funds and NSA Special Project Funding for the Breastfeeding Peer Counseling Program and the Farmers’ Market Nutrition Program. These USDA funded nutrition programs are discretionary and each provides a specific service to women, infants, and children. Service population eligibility for the WIC Program is based upon federal regulations such as participant category (pregnant, breastfeeding, and postpartum women, infant or child under five [5] years of age), a household income at or below 185 percent of federal poverty guidelines, and nutritional risk. The overall goal of the WIC Program is to improve the health status of eligible participants by providing nutritious foods to supplement diets, information on healthy eating, breastfeeding support and referrals to health care and other social services.
Approval of this Agreement will allow the Health and Human Services Agency to receive this funding and provide direct services at the local level as described in the Agreement to operate the WIC Program; and to comply with all fiscal, administrative and operational requirements as outlined in Federal and State statutes, regulations, policies and procedures from the California Department of Public Health, WIC Division.
The term of this Agreement is on a Federal Fiscal Year: October 1, 2015 through September 30, 2019. Allocations are to be invoiced against in their respective fiscal years and unspent funds cannot be rolled over. The funding amounts by fiscal year are noted in the chart below. The amounts vary by fiscal year based on a reduction in the Breastfeeding Peer Counseling Grant each year and an estimated increase in caseload based on estimated population growth. The State will review caseload on an annual basis and reserves the right to amend the funding amount accordingly.

No general funds are required for this Agreement. This federal funding in the amount of $1,343,682 for fiscal year 2015-16 has been included in the Health and Human Services Agency’s proposed budget for fiscal year 2015-16. Health and Human Services Agency will budget the funding accordingly in future budget years.
