Following an RFP process in late 2014, the County selected Kitchell CEM to provide construction oversight for the Yolo County AB900 Jail Expansion Project (Monroe Detention Center). As the construction manager (CM), Kitchell assists the County and the architects to transition the project from design through the construction phase including completion. In March 2015, the County entered into an agreement with Kitchell CEM based on the RFP mentioned above.
Since then the main jail expansion project has moved forward, and construction is set to begin in June 2018. However, the overall schedule for the project increased significantly—preconstruction was extended by 22 months, and construction extended by four months. The increases in the project schedule require additional staffing hours and personnel. Furthermore, with the departure of Terry Vernon, Kitchell will take on additional project management duties as the County will not immediately move to fill staff vacancy created by Mr. Vernon’s departure.
Altogether, these changes necessitate the current amendment to increase the contract by $258,260 for total compensation of $878,260, and to extend the contract expiration to December 31, 2020. These changes allow the construction management services to continue through the Construction and Project Closeout phases of the jail expansion. These changes will be contained within the eligible costs for the project and do not cause an increase in the overall project budget. Further, the construction management cost represents 2% of the total budget.
The Yolo County AB900 Jail Expansion Project is funded by a grant from the Board of State and Community Corrections (BSCC). In January 2014, the Board adopted a resolution authorizing acceptance of Local Jail Construction Financing Program AB 900 Phase II funds in the amount of $36,295,000 from BSCC. The total project budget also includes $4,991,907 cash match, $1,585,000 in-kind match, and $1,110,000 other county cost.
