Adopt Authorized Position and Salary Resolution to implement a change at the General Services department, approve an accelerated merit step increase for a Permit Counter Technician I at the Community Services Department, and adopt PERS Resolutions setting the amount of the County contribution for health insurance for the Deputy Sheriff's Association and the Supervisor and Professional Employees Association. Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement a change at the General Services department;
     
  2. Approve an accelerated merit step increase for a Permit Counter Technician I at the Community Services Department from Step 1 to Step 3 for outstanding performance, effective June 24, 2018; and
     
  3. Adopt PERS Resolutions setting the amount of the County contribution for health insurance for the Deputy Sheriff's Association and the Supervisor and Professional Employees Association.

Explanation: The cost of this recommendation was included in the FY2018/19 Recommended Budget approved by the Board on June 12, 2018.
Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

Human Resources recommends the Board approve the Community Services Department's request to grant an accelerated merit step increase to Step 3 for Angelina Espinoza, Permit Counter Technician I, for outstanding performance.  Yolo County Code Section 2-6.20 provides that the Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board.  This action will result in a 10.3% increase for the incumbent, effective June 24, 2018.

The Memorandum of Understanding with the Deputy Sheriff's Association requires the County to set the amount of its contribution to health insurance premiums in the amount of $375 effective July 1, 2018. 

Additionally, the Memorandum of Understanding with the Supervisor and Professional Employees Association requires the County to adjust the amount of its contribution toward health insurance premiums annually in an amount not to exceed three and one-half percent (3.5%) based on the January medical care component of the Consumer Price Index.  Effective June 30, 2018, the language requiring this annual contribution increase is deleted per contract negotiations that were concluded in November 2016.

Adoption of the two attached PERS Resolutions fixing the employer contribution for members of the Yolo County Deputy Sheriffs Association and Yolo County Supervisor and Professional Employees Association is required to comply with negotiated MOU language and PERS requirements to implement the changes.
