| Reason for Recommended Action/Background |
CommuniCare Health Centers, Inc. has accepted a two (2) month extension of their existing contract for the provision of Early and Periodic Screening, Diagnosis and Treatment (EPSDT) community-based services to Medi-Cal eligible children and adolescents. This short-term extension for the period from July 1, 2018 through August 31, 2018 is needed to ensure that these critical services continue while a Request for Proposals (RFP) process is completed to select an ongoing provider. The Yolo County Health and Human Services Agency (HHSA) released a RFP on April 2,018 for Child, Youth and Family Outpatient Mental Health (including EPSDT services), and is currently in the process of negotiating contracts with the selected providers.
By approving the recommended action, HHSA will be allowed two additional months to complete negotiations with the newly selected providers and ensure that a high-quality contract is presented to the Board for approval.
Performance Measures:
Performance Measures are currently being reviewed by Program and are to be established in all new contracts in Fiscal Year (FY) 2018-19. |

Competitive Bid Process:
The current contract being amended by this agenda item was selected through a Request for Proposals (RFP) that was released on March 3, 2014. Yolo County received four (4) proposals from that solicitation, and the proposal from CommuniCare was evaluated and determined to meet the required qualifications to provide these services.
Additionally, HHSA released a new RFP for Child, Youth and Family Outpatient Mental Health Services on April 2, 2018. Potential bidders were offered the opportunity to ask questions during a mandatory Bidders’ Conference on April 12, 2018, and the proposal remained open through May 17, 2018 (7 weeks). HHSA will provide the Board with additional information regarding the RFP process and selected providers when the completed contracts are presented to the Board for approval early in fiscal year 18/19. |

No county general funds are required by this action. The total cost of the Agreement is $2,308,667 and will be funded with Medi-Cal Federal Financial Participation (FFP), Early Periodic Screening Diagnosis and Treatment, and Realignment funds. The amount of $206,449 is included in the HHSA recommended budget for FY18-19.
