Reason for Recommended Action/Background
As this agreement is being made between two government entities, approval by the Board of Supervisors is required for the Sheriff’s Office to provide security at the 2018 Yolo County Fair. The Sheriff's Office has provided the Yolo County Fair with security services for more than forty years. This revenue agreement has been in existence since 1991. Prior to 1991, the Sheriff’s Patrol Budget absorbed the cost of providing fair security. The 40th District Agricultural Association fair manager submitted the proposed contract to the Fair Board and received approval to authorize the contract. 

The presence of Yolo County deputies at the County Fair ensures that all members of the public have a safe experience when visiting.  There were a total of 6 arrests during the 2017 fair, which included an arrest for "Parolee at Large" and an arrest for possession of a controlled substance. In addition to security services, Yolo County deputies deliver help during medical aid calls and reuniting lost children with their parents. Last year deputies assisted in the return of 14 lost children and 2 "at risk" missing adults.

The contract as developed represents the consensus of the 40th District Agricultural Association and the Yolo County Sheriff’s Office. County Counsel has reviewed and approved the contract as to form. YCPARMIA has assisted with insurance issues.

Reimbursement revenues from the Yolo County Fair fully offset the projected 2018 Yolo County Fair security costs of $82,784.77 for the Sheriff’s Office. The appropriations and revenue are included in the 2018-19 budget.
