Recommended Action
Approve third amendment to agreement with CommuniCare Health Centers, Inc. to increase the contract by $18,000 for FY 2017-18, extend the contract term through September 30, 2018, and increase the contract by $10,000 for FY 2018-19 for a maximum amount of $218,000, to provide parenting classes for the period July 1, 2014 through September 30, 2018.

Reason for Recommended Action/Background
CommuniCare Health Centers, Inc. has agreed to a three (3) month extension of their existing contract for the provision of parenting education classes to child welfare families. The Yolo County Health and Human Services Agency (HHSA) is mandated by statute to provide reunification services, such as parent education classes, and this short-term extension through September 30, 2018 will ensure that these critical services continue while a Request for Proposals (RFP) process is completed to select an ongoing provider. HHSA released a RFP on May 21, 2018 for services that would build and strengthen the protective factors for child welfare families (such as parenting education classes), and is currently in the process of negotiating contracts with the selected providers. By approving the amendment, HHSA will be allowed three additional months to complete the negotiations with the newly selected providers and ensure that a high-quality contract is presented to the Board for approval.

Additionally, this amendment increase the funding available for this contract during fiscal year 2017-18. This increased funding is intended to accommodate the increased need for parent education classes that was experienced during the current fiscal year.  CommuniCare has already provided increased services and this amendment will enable them to be reimbursed for the services provided on behalf of HHSA.

Performance measures are currently being reviewed by child welfare staff and will be established in all new contracts during fiscal year 2018-19.

Competitive Bid Process
The current contract being amended by this agenda item was selected through a Request for Quotes (RFP) that was released on or about July 1, 2014. HHSA received three (3) quotes, and the quote submitted by CommuniCare Health Centers, Inc. was selected. 

Additionally, HHSA released a new RFP for services that build and strengthen the protective factors for child welfare services on May 21, 2018. Potential bidders were offered an opportunity to ask questions during a mandatory Bidders' Conference on May 28, 2018, and the RFP remained open through June 6, 2018. HHSA will provide the Board with additional information regarding the RFP process and selected providers when the completed contracts are presented to the Board for approval early in fiscal year 2018-19.
