Reason for Recommended Action/Background |
CommuniCare Health Centers, Inc. currently provides both mental health and substance use treatment services to families participating in the California Work Opportunity and Responsibility to Kids (CalWORKs) program via a contract with the Yolo County Health and Human Services Agency (HHSA).
During fiscal year 2017-18, HHSA determined that is was necessary to split the mental health and substance use services currently combined in this contract with CommuniCare into separate contracts.
- The substance use services for CalWORKs clients will be incorporated into the new substance use continuum of services that will be implemented beginning July 1, 2018. HHSA released a request for proposals (RFP) for all substance use services in February 2018, and is currently in the process of finalizing contracts with several different service providers.
- HHSA also released a RFP for the CalWORKs Mental Health services component in May 2018. Proposals for that RFP are due on July 2, 2018, and HHSA expects that it will take several months to complete the vendor selection process and finalize a contract with the selected vendor.
The amendment recommended in this agenda item will extend the mental health portion of the existing contract with CmmuniCare for an additional three months, through September 30, 2018. This extension is intended to ensure that services continue for CalWORKs families while HHSA completes the competitive bidding process for these services.

CommuniCare Health Centers, will provide mental health assessments, referrals, and outpatient treatment to any eligible Yolo County residents that fit the target population of this contract. |
Program Information
|
CommuniCare Health Centers is an FQHC in Yolo County, California which specializes in mental and physical health services, and dental services. CommuniCare Health Centers offers a unique opportunity to Yolo County residents by providing all of these services within their agency allowing for a more comprehensive treatment approach to address client needs. They are a certified/licensed or license-eligible mental health staff in order to provide comprehensive ongoing mental health treatment to their beneficiaries. |

- Type and quantity of services provided

- Referrals/coordination for other services (including, but not limited to: mental health, and physical health) and referral disposition
- Total number of beneficiaries who completed their treatment episode
c) Participant Progress Reports, including but not limited to:
- Satisfactory or non-satisfactory progress with current treatment plan.
- Revisions to existing treatment plans.
- Start of new plan or end of plan.
Complete Monthly:
- Total number of new participants referred to vendor during month.
- Number of carry over participants and their activity.
- Total number of cases that were assessed and the assessment date during the month

- Engagement Rates:
Number and percentage of beneficiaries who receive two or more services (individual, group, collateral, or case management) within 30 days of a diagnosis being established by your facility
- Retention Rates:
Number and percentage of beneficiaries who stayed for a minimum of two weeks that completed their entire treatment episode. |

Complete Monthly: No Show, Refusal of Service and Timeliness
- No Show Rates: Number and percentage of cases closed due to No Show (No show equals three (3) or more missed appointments) during the months.
- Refusal of Service Rates: Number and percentage of cases closed due to refusal of services prior to an assessment during the month.
- Timeliness Rates: Number and percentage of referrals assessed within fifteen (15) days of receipt.

Competitive Bid Process |
On May 21, 2018, the Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide CalWORKs Mental Health Treatment services. The RFP was open for approximately six weeks, and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 29, 2018. Responses are due on July 2, 2018. Once all proposals have been received, HHSA will form a multi-disciplinary panel to review the proposals and select a qualified bidder.
