Recommended Action
Approve work authorization amendment with Tschudin Consulting Group for the development of the Cannabis Land Use Ordinance by increasing the amount by $125,000 for a total not to exceed amount of $209,600 and extend the term for an additional three months for a revised period of December 17, 2017 to June 30, 2019.

Reason for Recommended Action/Background
In December 2017 Tschudin Consulting Group began working with the County on development of the Cannabis Land Use Ordinance (CLUO). The original Work Authorization amount was $83,600. However, given the complexity of the issue and the number of Planning Commission and Board meetings required thus far for this effort, additional funding is necessary.

The additional amount will cover modifications to the draft CLUO, finalization of the CLUO, amendments to other County plans and code sections as needed to ensure consistency between regulations and policies, assistance with the California Environmental Quality Act process for the CLUO, and participation in meeting and hearings, as appropriate.  The increase in the Work Authorization term reflects the CLUO development schedule.

Competitive Bid Process

The contract with Tschudin Consulting Inc. was approved as part of the 2017-2022 on-call consultant process, for which a competitive bid process occurred.
