Recommended Action
  1. Authorize the Director of Public Works to negotiate, award, and execute an agreement for professional environmental and engineering design services necessary for replacement of the Road 40 low-water crossing bridge over Cache Creek; and
     
  2. Authorize the Director of Public Works to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to the executed agreement.

Reason for Recommended Action/Background
This action will allow the Department to complete the qualifications-based selection process prescribed by state law for these professional services, and subsequently expedite award and execution of a professional services agreement in August, when the Board of Supervisors has no scheduled meetings.
 
BACKGROUND
 
Agreement No. 18-48 with CalFire provides $800,000 in state funds for environmental and engineering activities necessary to replace the Road 40 low water crossing with a new bridge.  The existing bridge is 88 years old and structurally deficient, necessitating replacement.  When the area burned in the 2015 Rocky Fire, CalFire could not use the current bridge for its heavy equipment to access fire lines and instead had to build a temporary crossing over Cache Creek.
 
A request for proposals (RFP) is currently being circulated on Bidsync.  Proposals are sought from firms that can complete environmental studies, permits, and final plans and specifications by 2021, to enable project construction in 2022. Proposals are due June 20, 2018.  It is anticipated that an agreement will be ready to be executed in August 2018, when there are no scheduled Board meetings.
Collaborations (including Board advisory groups and external partner agencies)
County Administrator’s Office staff coordinated with CalFire, Senator Dodd’s office, and Assemblymember Aguiar-Curry’s office to secure the CalFire Grant.
County Counsel will approve as to form the final negotiated agreement prior to execution.
 
Competitive Bid Process
Proposals will be submitted with sealed cost proposals.  Evaluation of the proposals will be based on the qualifications-based procedures in Government Code sections 4525 through 4529.5.  Proposals will be evaluated by a staff team.  The top teams will be invited for an interview.  The cost proposal from the most qualified team with the best proposal will be opened and staff will attempt to negotiate a contract with this team.
 
Selection criteria out of 100 will be:  Understanding of the work to be done – 20%; Experience with similar kinds of work – 25%; Quality of staff for work to be done – 20%; Demonstrated technical ability and capability of developing innovative or advanced techniques – 20%; Familiarity with state and federal procedures (5%); and Financial Responsibility – 10%

Agreement No. 18-48 with CalFire provides $800,000 for environmental and engineering activities to ultimately replace the Road 40 low water crossing over Cache Creek with a new bridge. 
 
No budget resolution is needed at this time, as this agreement will not start until next fiscal year.  Sufficient funds for the work that will be done in the 2018-19 fiscal year are budgeted in the proposed FY 2018-19 Road Fund budget. Annually, funds needed for these services will be included in future Road Fund budgets for consideration by the Board of Supervisors.
