Reason for Recommended Action/Background |
At the September 12, 2017 Board of Supervisors meeting, the Board approved a $130,000 contract with Interwest Consulting Group for professional Geographic Information System (GIS) services specific to the Yolo County Code Enforcement Taskforce. In the course of assisting the CannabisTaskforce with its GIS requirements, additional work has been identified as needing to be completed by both the General Services Department and Interwest.
Extension of the contract through June 30, 2019, with an optional one-year extension through June 30, 2020 will allow for consistent information and curtail delays to service which might negatively affect the work being done by the Cannabis Taskforce. Funding for this work has been included in the 2018-2019 fiscal year budget for the Cannabis Taskforce. If additional work is required in the 2019-2020 fiscal year, funding will be included as part of the Cannabis Taskforce budget at that time.
In October of 2016, the Yolo County General Services Department, Information Technology Division prepared and distributed a Request for Qualification (RFQ) for vendors to provide professional GIS services, to the division in order to expand the County's existing GIS capabilities. The Division received eight responses to the RFQ, with Interwest Consulting Group providing the best combination of expertise and competitive pricing. The division has successfully utilized Interwest on a number of projects since the completion of the competitive bidding process.
The Yolo County Cannabis Taskforce approached the General Service Department about utilizing Interwest to complete necessary workflows and expand GIS capability in order to facilitate the work being done by the task force. Interwest Consulting Group has provided a scope of work which includes: spatial analysis, application development and configuration, GIS infrastructure setup and support and strategic coordination and workflow planning. By utilizing Interwest Consulting Group on this project, the Cannabis Taskforce will be able to have a solution delivered in the timely manner that meets their work demands. Additionally, Interwest’s knowledge of the County’s GIS program and infrastructure will ensure that sustainable solutions and workflows are put in place. |

$130,000 in funding for this contract has been budgeted in the 2018-2019 Cannabis Task Force Operating budget. Currently, CTF and GSD ITTD intend to continue work on this contract through June 30, 2020 and intend to budget $90,000 for the 2019-2020 fiscal year. If funding for this contract dissolves, the contract can be terminated by the County at any time. |
