Recommended Action
  1. Approve amendment to existing Interwest Consulting Group extending the term through June 30, 2020; and
     
  2. Increase contract amount by an additional $100,000 for as-needed departmental Geographic Information System (GIS) work.

Reason for Recommended Action/Background
In January of 2017, the General Services Department Information Technology Division requested proposals from multiple vendors for Geographic Information Systems (GIS) Professional Services.  This contract was originally acquired to assist the department in meeting the ongoing demands for GIS services from various County departments.  The original not-to-exceed contract was initially utilized by numerous departments including General Services Department, the Agricultural Department, Assessor, Clerk Recorder, Elections (ACE), the County Administrator’s Office, and the Department of Community Services.  

Since the execution of the contract, the General Services Department has added two GIS staff that are focused on programs that benefit Countywide efforts.  The focus on Countywide efforts has created a void to fulfill the increased departmental GIS needs.  This has led to the need to both increase the dollar value and term of this Interwest contract. Work executed under this contract will be Department System based, with General Services overseeing and validating work, and the expenditure being planned for in the budgets of other departments.  If, for whatever reason, work is not executed under this contract, there is no incumbent expense incurred by the General Services Department.

Competitive Bid Process
Multiple quotes were received prior to issuance of the original short-term agreement. The original contract and scope of work has been attached to this report as Attachment B.
