Accept restricted cash donation of $8,000 from Arizona Community Foundation for Yolo County Animal Services to be used towards costs associated with the construction of a new shelter facility, and authorize the Sheriff's Office to accept future restricted donations on behalf of the Board of Supervisors. Recommended Action
  1. Accept a restricted cash donation of $8,000 to be used towards costs associated with the construction of a new shelter facility; and
     
  2. Authorize the Sheriff's Office to accept future donations restricted to use towards the construction of a new shelter facility on behalf of the Board.

Reason for Recommended Action/Background
Based on interactions with one of our volunteers associated with the University of California, Davis, Yolo County Animal Services received a donation of $8,000 from Arizona Community Foundation in April of 2018.  This donation was specifically allocated for the construction of a new shelter facility. As this project does not have a projected start date, it was determined that the funds be deposited in a restricted cash account for use at a later date, rather than recorded as a donation in the current fiscal year 2017-18 budget.  Establishing this account will allow for the ability to collect and properly record more donations for the shelter construction project.

The Yolo County Sheriff's Office is now requesting that the Board accept this restricted donation per the Yolo County Administrative Policy and Procedures Manual on donations acceptance.  The Sheriff's Office also requests authorization to accept, on behalf of the Board, any future donations obtained and restricted to use towards the construction of a new shelter facility, rather then return to the Board with each gift received. Per Government Code section 25355, "The board may delegate to any county officer or employee the power to accept any gift, bequest, or devise made to or in favor of the county. The officer or employee shall file with the board each quarter a report that describes the source and value of each gift valued in excess of ten thousand dollars ($10,000) or any other amount as determined by the board." The Sheriff's Office is prepared to make such reports going forward.
