Recommended Action |
Approve Memoranda of Understanding (MOU) between the County and the Cities of Davis, West Sacramento, Woodland and Winters for the collection and proper disposal of household batteries and pharmaceuticals from May 22, 2018 until terminated by section 3 of the MOU. |

Reason for Recommended Action/Background |
The County has MOUs with each City for proper battery collection and recycling services. Under the revised MOU, language has been added to address the collection and proper disposal of pharmaceuticals as well. Approval of the MOU will allow the Division of Integrated Waste to continue to provide convenient battery recycling options and now include convenient pharmaceutical drop off locations for all Yolo County residents.
Prior to 2000, household batteries were only accepted at the Household Hazardous Waste (HHW) facility. Since the public drop off locations were added and the first MOUs signed between the County and the Cities for such services, 187,282 pounds of batteries have been collected. See Att. E for tonnage information.
The Yolo County HHW facility received 2,723 pounds of pharmaceutical waste in 2017; however only non-controlled substances can be accepted at this location. In 2017, five pharmaceutical kiosks were installed at law enforcement locations to encourage a safe disposal of unused or expired medications which included controlled substances. In the first year of this program 3,933 pounds of pharmaceuticals were collected at these law enforcement locations for a total of 6,656 pounds collected through both programs. We anticipate the same trend will occur with pharmaceutical collection as it has with batteries, increasing every year and further protecting the environment and the residents of the county.
By signing the MOUs with each city, staff believes that less batteries will end up in the landfill and fewer medications will be flushed down toilets. The MOU provides for the funding needed for County staff to administer the collection and proper disposal of these waste items. |

This item is budgeted for annually out of the Landfill Sanitation Enterprise Fund. Division staff bills each city based upon the number of collections each month. |
