Yolo County Central Landfill (landfill) is a regional waste disposal site for the Cities of Woodland, Winters, West Sacramento, Davis and unincorporated Yolo County. It also provides comprehensive solid waste and recycling services which help each jurisdiction meet AB 939 requirements of 50% diversion. Recent passage of AB 1826 requires the state’s commercial sector, including restaurants, supermarkets, large venues and food processors, to separate their food scraps and yard trimmings and arrange for organic recycling service. As a result, in May 11, 2016 the landfill division issued a request for proposal (RFP) for green waste and food waste/green waste mixture recycling. The scope of this RFP was to operate a simple transfer facility, with the composting activities occurring at an off-site facility under a short-term agreement, while the landfill division permits and constructs its own anaerobic composter for green waste and food waste treatment to produce biogas and compost.
On July 12, 2016 the Board of Supervisors approved the award of an agreement to Northern Recycling for off-site composting. On June 27, 2017 the Board of Supervisors approved the first amendment with Northern Recycling, LLC (Northern Recycling) for continued operation of the facility. Since that time the County has been working on the permitting, design and construction of the anaerobic composter at the Yolo County Central Landfill (YCCL) which is estimated to be completed this year. Northern Recycling has been working on relocating it's operation from the Zamora composting facility to the YCCL and permit and construct a new composting facility.
The construction of the future Northern Recycling's composting facility at YCCL has been delayed due to inadequate funding for construction, however, YCCL's anaerobic composting facility is currently under construction and the facility is estimated to begin accepting waste by January of 2019. County will continue to use the services of Northern Recycling to process and transfer green waste/food waste organics to the anaerobic digester facility. Until YCCL's anaerobic composting facility is ready for operation the co-collected green waste and food waste will have to be transported to Napa Recycling Facility in Napa for composting while green waste will be hauled to Zamora for composting. As a result, a second amendment to current agreement (16-113) with Northern Recycling needs to be extended.
The County and Northern Recycling wish to extend the agreement and increase the per-ton price paid by the County as a result of increases to transportation and fuel costs. The increase of $10 per ton (total of $55 per ton) for transfer of green waste and food waste mixture for composting to Napa and $5 per ton (total of $50 per ton) for transfer of green waste to Zamora for composting. Materials processed and transferred to the anaerobic composter facility will be charge at $45 per ton. These rates will take effect on July 1, 2018. The County will also increase its rates charged to Northern Recycling for waste disposal by $8 per ton (total of $60 per ton) and green material and wood waste by $3 per ton (total of $10 per ton) delivered to the landfill.
