Recommended Action
  1. Approve third amendment to agreement with Yolo County Children’s Alliance (YCCA) to extend the term through June 30, 2019 and add funding in the amount of $45,000 for a new contract maximum amount of $135,000 to provide Child Abuse Prevention services for the period from July 1, 2016 through June 30, 2019; and
     
  2. Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic changes or increases in funding.

Reason for Recommended Action/Background
Yolo County Children's Alliance (YCCA) is the designated Child Abuse Prevention Council (CAPC) for Yolo County. CAPCs are community councils whose primary purpose is to coordinate the community’s efforts to prevent and respond to child abuse and neglect. Per the California Department of Social Services, each county shall fund Child Abuse Prevention coordinating councils that meet criteria under Welfare and Institutions Code (WIC) section 18982 from the county’s Children’s Trust Fund.  The County receives Child Abuse Prevention, Intervention and Treatment (CAPIT) dollars that must be deposited into the Children’s Trust Fund (CTF) and spent by the CAPC.
 
Pursuant to this Agreement YCCA will:
 
  • Coordinate the implementation of Community Cafés for parents by members of the Yolo Family Strengthening Network/Child Abuse Prevention (YFSN/CAP) Committee in order to prevent child abuse and neglect in Yolo County.
  • Increase adoption of the Strengthening Families™ Framework by partner organizations and increase its use by family-serving providers.
  • Help family-serving organizations strengthen families by providing Child Abuse Prevention Month materials that support Protective Factors.

Program Purpose
  1. Convene the Yolo County Child Abuse Prevention Council (CAPC) in order to coordinate the community’s efforts to prevent and respond to child abuse and neglect.
  2. Convene the Yolo Family Strengthening Network (YFSN) in order to increase collaboration and promote child abuse prevention and family strengthening in family-serving organizations.
  3. Help family-serving organizations strengthen families by providing Child Abuse Prevention Month materials that support Strengthening Families protective factors.
Program Information
  • The Child Abuse Prevention program conducts three primary activities:
  1. Convenes, coordinates, and supports CAPC meetings. Coordinates, plans, and supports CAPC Committees.
  2. Coordinates and plans YFSN meetings with Co-Chairs, maintains YFSN listserv, and continues to provide technical assistance to YFSN members to support their implementation of World Cafés for parents.
  3. Creates and disseminates Child Abuse Prevention Month materials that strengthen families to family-serving organizations during April - Child Abuse Prevention Month.
  • One of the frameworks that YCCA uses in our child abuse prevention efforts is the Strengthening Families™ Framework. This is a research-informed approach to increase family strengths, enhance child development, and reduce child abuse and neglect. Created by the Center for the Study of Social Policy in 2003, it focuses on building 5 protective factors (i.e., parental resilience, social connections, knowledge of parenting and child development, concrete support in times of need, and social and emotional competence of children) to promote better outcomes for families.
  • YCCA receives $45,000 from Yolo County for Child Abuse Prevention.

Approval of this Amendment is necessary in order to continue to provide services for our Child Abuse Prevention.

County Counsel has approved this Agreement as to form.
Competitive Bid Process
On October 25, 2016 the Yolo County Board of Supervised granted approval to waive the competitive selection requirement for these services.
