Recommended Action

Approve first amendment with FirstWatch Solutions, Inc. to add the System Enhancement for Emergency Medical Services Transport Status Dashboard Module in the amount of $3,050 for a new contract maximum amount of $229,185 for the provision of real-time system compliance software for the period October 1, 2017 through September 30, 2022.

Reason for Recommended Action/Background
As stated in Contract 14-25 Emergency Ambulance Services, Advanced Life Support and Critical Care V.G.2 & VII.A.1.a. and b., an Online Compliance Utility such as FirstWatch Solutions, Inc. may be used by the County to create and monitor contractual compliance and system performance.  Currently, the contractor provides contractual reports on its compliance.  There is no other software that interfaces with all agencies and provides an online real-time compliance utility tool.
 
On October 10, 2017, the Board of Supervisors approved the original Agreement with FirstWatch Solutions, Inc. to provide real-time system compliance software for the Yolo County Emergency Medical Services (EMS) System and its stakeholders.  
 
Approval of this Amendment will provide the system enhancement for EMS Transport Status Dashboard Module that will allow the county to observe ambulance off-load time at Hospitals.  This off-load time has a direct impact on the county’s EMS System.

No general funds are required by this action.  These services will be funded by Yolo County Emergency Medical Services Agency (YEMSA) penalty funds.  Sufficient budget authority is already included in the FY1718 adopted budget to accommodate this amendment.  A maximum of $3,050 of this amendment could potentially be charged in FY1718 but will ultimately depend on completion dates of the work.  Contract services and ongoing support costs will be reviewed annually and included with future fiscal year budget requests.
