Approve two grant agreements with Mental Health Services Oversight and Accountability Commission to receive funding for the implementation of mental health triage programs for an aggregate amount of $589,176 for the period July 1, 2018 through June 30, 2021. (No general fund impact) (Larsen)

Recommended Action
  1. Approve grant agreement number 17MHSOAC050 with Mental Health Services Oversight and Accountability Commission (MHSOAC) to receive funding in the amount of $294,579 to implement a mental health triage program in the Health and Human Services Agency (HHSA) Adult and Aging Branch for the period July 1, 2018 through June 30, 2021;
     
  2. Approve grant agreement number 17MHSOAC068 with MHSOAC to receive funding in the amount of $294,597 to implement a mental health triage program in the HHSA – Child, Youth and Family Branch for the period July 1, 2018 through June 30, 2021; and
     
  3. Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to these agreements, provided there are no significant programmatic or financial changes.

Reason for Recommended Action/Background
In March and April of 2018, the Yolo County Health and Human Services Agency was awarded two separate grants from the Mental Health Services Oversight and Accountability Commission (MHSOAC). The funding comes from Senate Bill (SB) 82, which was signed into law by Governor Jerry Brown in June 2013 and provides grant funds to improve access to and capacity for mental health crisis services. Both grants will provide funding for triage mental health services over a three-year period, from July 1, 2018 through June 30, 2021.
 
Agreement No. 17MHSOAC050 (Adult & Aging Branch)
The first grant was awarded in the amount of $294,579 to the HHSA Adult & Aging Branch. This grant will focus on expanding the local availability of mental health crisis and triage services for Transition Age Youth (ages 16-25).
 
Agreement No. 17MHSOAC068 (Child, Youth and Family Branch)
The second grant was awarded in the amount of $294,597 to the HHSA Child, Youth and Family Branch. This grant will also focus on expanding the local availability of mental health crisis and triage services, with an emphasis on serving children up to age 21.
 
Collectively, these grants will assist Yolo County in expanding crisis treatment services, reducing unnecessary hospitalizations, and expanding the continuum of services with early intervention and treatment options that are recovery oriented for children and youth.
 
Combined, the grants will provide funding for four crisis clinicians (two focused on transition age youth, and two focused on children). Clinicians will be available for both target populations 7 days per week to offer crisis stabilization, outreach, engagement and direct service provision. The Clinicians will work hours that are aligned with HHSA’s Urgent Care facility in West Sacramento, which is open from 12pm to 9pm, 7 days per week. The Clinicians will be deployed to community locations to support children, youth and their families who are in crisis by providing onsite stabilizing, therapeutic, recovery-focused services aimed at reducing hospitalizations, disruption in community-based living settings, and placements in congregate care.  Triage staff will aim to minimize distress for clients, prevent avoidable escalation and maximize opportunities to access services in non-institutional settings.

No general funds are required by this action.  These grant agreements will provide funding for the implementation of mental health triage personnel in the HHSA Adult & Aging and Child, Youth and Family Branches. The amount of $171,903 is included in the HHSA proposed budget for FY18-19.  The related funding will be included in the requested budget process for future fiscal years.
