Reason for Recommended Action/Background
For the past four years, Yolo County Probation has contracted with Northern California Construction Training (NCCT) for Adult Vocational Education Services delivered at the Yolo County Fairgrounds.  The initial agreement between Yolo County and NCCT was approved as a one year contract award from the Board's 2014 Pomona Fund Request for Proposals review which Probation agreed to support thereafter.

The Adult Vocational Education Services consist of a 4 hour per day classroom and hands on training instruction for pre-apprenticeship construction trades. Housed at the Yolo County Fairgrounds, a journeyman carpenter leads between 20-30 students under the supervision of Probation, Parole (through the Day Reporting Center) or the Sheriff's Electronic Monitoring Services through a 6 month curriculum that includes a series of safety and trades certifications.  The goal of the program is to transition trainees into paid trade apprenticeship positions at living wages that turn into a career.

In line with County Procurement Policy, the Probation Department identified these services to go out for bid at the beginning of the current fiscal year.  On February 20, 2018 the RFP was released and closed March 15, 2018. Only one application was received.  Probation paneled a review of the response provided by NCCT with a representative from the Sheriff's Office and Sacramento County Office of Education as the administrator for Yolo County Day Reporting Center.
