Reason for Recommended Action/Background |
SB 649 would eliminate discretionary review for “small cells” installed next to public roadways in any neighborhood and shuts the public out of the review process for these “small cell” applications everywhere except for coastal areas or historic districts. Additionally the bill requires counties to lease streetlights and stoplights to private companies at artificially low rates and imposes an arbitrary cap of $100 to $850 per installation per year, amongst other provisions which are detailed in the attached draft oppose letter (Att.A). CSAC and RCRC oppose the bill. Additionally, the most recent legislative analysis and the text of the bill are attached (Att. B and Att. C, respectively). This item was first brought to the Legislative Subcommittee for consideration, but one of the subcommittee members was conflicted and a position could not be reached, as such it is being brought to the full Board for approval. |
