Reason for Recommended Action/Background |
Beginning in January the Yolo Operational Area began to experience damages to local infrastructure due to several storm systems that struck Northern California. A local proclamation of emergency was issued by the Yolo County Board of Supervisors on 1/25/17. As the storm systems continued, two additional proclamations were issued on 2/10/17 and 2/13/17.
Throughout the remainder of February, March and April, high water was present within the flood control system throughout Yolo County due to additional storms, snow pack run-off and increased water releases from dams within the system. High water levels continued to impact Yolo County levee infrastructure during this time.
Presently, based on input from the County's Office of Emergency Services, staff recommends that the Board terminate the local proclamations currently in effect.
Response partners are currently applying for U.S Army Corps of Engineers (USACE) PL84-99 funds, Federal Emergency Management Agency (FEMA) Public Assistance funds, California Office of Emergency Services (CalOES) California Disaster Assistance Act (CDAA) and FEMA Hazard Mitigation funds in an effort to repair damaged infrastructure prior to the next storm season.
A formal After Action Conference will be convened for all response partners throughout Yolo County to provide input for the After Action Report which will be drafted from these events and is due to CalOES 90 days from the termination of these proclamations per the California Emergency Services Act, Standardized Emergency Management System and California Code of Regulations. |
