Recommended Action
  1. Approve the agreements with Golder Associates (Golder) and Geo-Logic Associates (Geo-Logic) in the amount of $521,269 for engineering design and construction quality assurance services for the landfill from June 1, 2017 through June 30, 2010; and
     
  2. Authorize the Chair of the Board of Supervisors to sign the agreements.

Reason for Recommended Action/Background
Over the next several years, the Division of Integrated Waste Management (division) has planned a number of projects which are intended to maintain and improve the services offered at the landfill.  These projects include:
  1. Construction of several anaerobic digester cells designed to anaerobically compost green waste and food waste, generate methane for electricity and produce marketable compost for agricultural purposes.
  2. Construction of a liquid waste digester to anaerobically degrade food-related liquid waste and generate methane for electricity production.
  3. Design and construction of the next waste management cell at the landfill, which is necessary to continue day-to-day operations.
  4. In conjunction with the design of the next module, design an expansion to the landfill's groundwater control system.
  5. Expand one of the landfill's existing liquid surface ponds to provide additional capacity and expanded service to the landfill's liquid waste customers.
  6. Review the storm-related damage the landfill suffered this last winter and provide recommendations on repairs.
Given the division's existing staffing, expertise and other duties, it was impractical to complete all of these tasks in-house.  Therefore, on March 24, 2017, the staff issued a Request for Proposals (RFP) seeking qualified firms to assist the division in completing these upcoming tasks.  Because of the numerous upcoming projects, the division held a pre-proposal meeting at the landfill to discuss each of the tasks and go over any questions consultants might have.  Four consultants attended this pre-proposal meeting.  Golder and Geo-Logic were the only two firms to submit proposals by the April 27th due date.

A three-person review committee, composed of division staff ranked the proposals based on the criteria included in the RFP.  Both Golder and Geo-Logic submitted well-written proposals that demonstrated their firms’ capabilities as well as a thorough understanding of the projects and reasonable cost estimates to complete them.  With more than one project occurring simultaneously, and two well-qualified candidates, division staff explored the possibility of a partial award to each of the firms.  Discussions with the Purchasing Division as well as County Counsel’s office indicated that a partial award to each consultant was an option.  Staff then discussed this with each of the consultants, who were also agreeable.  

The agreement with Golder is for the design of the next landfill module, expansion of the groundwater extraction system and review of the winter storm damage (Tasks 3, 4 and 6 in the RFP).  The agreement with Geo-Logic is for the construction quality assurance of the anaerobic digester and liquid digester, as well as expansion of one of the landfill's surface ponds (Tasks 1, 2 and 5 in the RFP).  Both agreements include an on-call task for additional assistance, should it be necessary.

Both Purchasing and County Counsel were consulted on the partial award agreements.  County Counsel has approved the agreements as to form.

The projected cost for the two agreements total $521,269 over three years. Sufficient funds have been budgeted in the 2017-2018 Sanitation Enterprise Fund to cover expenses in this fiscal year ($300,000).  Sufficient funds will be budgeted in future fiscal years to cover the remaining expenses ($221,269).
