Reason for Recommended Action/Background |
CalWORKs is a statewide assistance program that provides support to eligible families in California. The program consists of a comprehensive statewide employment and training program. The employment and training program, referred to as CalWORKs Employment Services (CWES) provides services to CalWORKs families to help remove barriers to employment. Services may include mental health services and/or substance use disorder treatment services in an effort to remove barriers to employment for families and to support family stabilization through the public assistance to work transition. The County has a mandate from the California Department of Social Services to implement mental health services and substance use disorder treatment services for CalWORKs eligible recipients.
Yolo County has historically had a joint contract (1) with Child Welfare to service our CalWORKS and Child Welfare Cross-Over cases mental health and substance abuse needs as well as a separate contract (2) to provide in-house substance abuse and mental health services to non-Child Welfare CalWORKS clients. These two contracts essentially provided the same services to CalWORKS clients in duplication. We have combined both contracts into one contract for reduced administrative burden and some cost savings. In 2014, a Request for Proposals for this contract was issued with this vendor participating. This contract is scheduled to be competitively bid at the expiration of this contract in 2019 if the board approves it today. |
