Recommended Action
Approve agreement between the County and with Psynergy Programs, Inc., to provide preauthorized sub-acute psychiatric residential services or Specialty Mental Services to eligible beneficiaries for the period July 1, 2017 through June 30, 2020, for a total of $1,725,000.

Reason for Recommended Action/Background
Psynergy Programs, Inc. operates licensed adult residential facilities that tailor treatment services to address each consumer’s unique needs and mental health challenges. These services assist consumers to move out of locked settings and into successful community living.
 
The Yolo County Health and Human Services Agency (HHSA) currently contracts with Psynergy Programs, Inc. to provide these services and there are currently Yolo County residents in placement with Psynergy Programs. The contract amount for the upcoming proposed contract period is based on the projection of current and upcoming consumer placements.
 
Approval of this Agreement will allow current consumers continued placement and provide the specifically needed services for seriously mentally ill and conserved consumers, thereby reducing the risk of placement at a higher level of care facilities, including locked long-term hospital settings.
 
Competitive Bid Process:
On July 31, 2007, the Board of Supervisors granted an approval to the Yolo County Health and Human Services Agency, formerly known as Alcohol, Drug and Mental Health, for certain exceptions to the contract procurement policy.  According to this approval, 24-hour service providers are classified as “Any willing providers” and are exempt from the competitive bid process.

No county general funds are required by this action.  The total amount of this Agreement is $1,725,000 for three fiscal years.  This amount is included in the HHSA adopted budget for fiscal year 2017-18.  HHSA will budget the funding necessary for fiscal years 2018-19 and 2019-20.
