Recommended Action
  1. Authorize the use of General Fund Contingency in the amount of $37,000 for tenant improvements at 600 A Street, Davis and adopt a budget resolution adjusting the General Services Department 2016-2017 budget to reflect an increase of $37,000; and
     
  2. Approve a five-year year lease with the California State Assembly for use of 600 A Street, Davis, for use as a district office for the 4th Assembly District.

Reason for Recommended Action/Background
The General Services Department is requesting the use of general fund contingency in the amount of $37,000 in order to complete a series of tenant improvements at 600 A Street in Davis.  Once completed, these improvements will allow for space at this location to be used as a district office for the 4th District of the California State Assembly. Proposed improvements to this location include, but are not limited to: updates to flooring, improvements to the existing electrical and lighting system, sound-proofing, painting and deferred improvements to the heating and cooling system. An Assembly district office located in Davis, adjacent to offices currently utilized by the Yolo County Board of Supervisors, provides residents with increased access to their elected officials.

Expenditures for these one-time improvements will be recouped during the first three years of the lease agreement between the County and the California State Assembly. Approximately $37,000 in tenant improvements will be reimbursed to the County on a monthly basis through the first 36 months of the lease agreement. Additionally, a lease rate per square foot of $2.30 will be charged. Once all expenses related to the tenant improvements have been received, an increased monthly lease rate of $2.50 per square foot, with an annual 3% increase will be assessed. General Services anticipates the lease beginning on August 1, 2017.

General Fund contingency in the amount of $37,000 is being requested to facilitate tenant improvements at 600 A. Street. This is a one-time expenditure.  Approval of the lease agreement will provide an additional $95,202 in revenue over the next three fiscal years.
