Approve agreements with Sutter Health Foundation dba Sutter Davis Hospital in the amount of $50,000 and Dignity Health dba Woodland Memorial Hospital in the amount of $50,000 to provide Pediatric Trauma Expansion services for the period May 1, 2017 through April 30, 2018. (No general fund impact) (Larsen)
Recommended Action
  1. Approve agreement with Sutter Health Foundation dba Sutter Davis Hospital in the amount of $50,000 to provide Pediatric Trauma Expansion services for the period May 1, 2017 through April 30, 2018;
     
  2. Approve agreement with Dignity Health dba Woodland Memorial Hospital in the amount of $50,000 to provide Pediatric Trauma Expansion services for the period May 1, 2017 through April 30, 2018; and
     
  3. Delegate authority to the Director of Health and Human Services Agency or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to these agreements.

Reason for Recommended Action/Background
The Yolo County Board of Supervisors, pursuant to the Health and Safety Code 1797.98, established the Emergency Medical Services (EMS) Maddy Fund under terms and conditions specified in Senate Bill (SB) 12, and follow-up legislation SB 612. The funds are managed at the County Emergency Medical Services level, with funding generated through the assessment of an additional penalty of $2 for every $10 collected in fines, penalties and forfeitures for criminal offenses.   Fifteen percent of the fund goes to improving and increasing access for pediatric emergency services in our emergency departments.
 
 
 
Competitive Bid Process:
The County reviews proposals received from any hospital within the county borders wishing to expand their pediatric trauma capabilities.  Sutter Davis Hospital and Woodland Memorial Hospital submitted a proposal for such expansion of capabilities for their hospital within the county.
 
Approval of these two agreements will allow for pediatric trauma expansion capabilities in Yolo County.

No general funds are required by this action.
 
The EMS Maddy Fund receives ongoing funds from court fines and fees, primarily on vehicle code violations.  This funding from the courts is then allocated by percentages set in State statute to various sub-accounts, one of which is the pediatric sub-account.  The pediatric funds can be used to pay uncompensated pediatric trauma care invoices, or to expand pediatric trauma capabilities in the county.
