Recommended Action
  1. Adopt the plans and specifications for the Waste Management Unit G improvements at the landfill;
     
  2. Authorize the Director, Division of Integrated Waste Management to make changes to the plans and specification required by the Central Valley Regional Water Quality Control Board;
     
  3. Authorize the Director, Division of Integrated Waste Management to sign the Notice to Contractors;
     
  4. Authorize the Division of Integrated Waste Management to advertise for competitive bids;
     
  5. Authorize the Director, Division of Integrated Waste Management to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bid; and
     
  6. Authorize the Director, Division of Integrated Waste Management to approve all change orders up to the maximum amount allowable under State law, provided the total contract amount does not exceed the available funds for this project.

Reason for Recommended Action/Background
Waste Manage Unit G (WMU G) was originally constructed in 1996 as the landfill’s first lined leachate and liquid waste pond.   Waste Management Unit G serves as the landfill's primary receiving pond for the landfill’s liquid waste and septage customers.  Unfortunately, as originally constructed in 1996, the exterior levees of WMU G are not high enough to protect the pond from the recently updated 100-year flood elevation.  As such, the exterior levees must be raised.  The California Regional Water Quality Control Board, Central Valley Region has mandated that this work be complete by the end of this year. 
 
The plans and specifications were prepared by Geo-Logic Associates under an agreement approved by the Board on June 6, 2017 in accordance with the requirements set forth in Title 27 of the California Code of Regulations.  In conjunction with the levee work, the division is incorporating a number of improvements to provide better customer service and ease of future maintenance to the WMU G.   As WMU G will be inaccessible during the construction project, included in the plans are provisions to allow landfill liquid and septage customer’s uninterrupted access to WMU H3, one of the other ponds at the landfill.  

Prior to construction or modification of any Waste Management Unit at the landfill, the plans and specifications must be reviewed and approved by the Central Valley Regional Water Quality Control Board (Regional Board). The attached plans and specifications have been submitted to the Regional Board, and are currently under review. The Division does not anticipate any substantial comments from the Regional Board, however an action item has been included to authorize the Director, Division of Integrated Waste Management to make any changes required by the Regional Board.
 
The engineer's estimate for this project is $2,707,215, which includes a 20 percent contingency.  The project is currently listed in the divisions 2019-20 budget with funding coming from the Sanitation Enterprise Fund.   These recommended actions will allow the Department to solicit competitive bids and promptly proceed with construction.

Competitive Bid Process
Project will be advertised on Bidsync for competitive bidding. The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services-Division of Integrated Waste Management. A contract will be awarded to the lowest responsive and responsible bidder.
