Recommended Action |
- Authorize submittal of a 2019 grant application for an amount not to exceed $1,500,000 to the Federal Aviation Administration for Airport Drainage Basin Construction;
- Adopt resolution in support of the grant application (Attachment A);
- Authorize the Assistant County Administrator to execute the grant agreement and implement the grant if awarded; and
- Authorize the Assistant County Administrator to apply to CalTrans Aeronautics Division for matching funds, accept grant funds, execute the grant and sign all documents as needed.

Reason for Recommended Action/Background |
At its October 25, 2016 meeting, the Board of Supervisors approved $190,000 for Airport Drainage design as part of the Yolo County 2017-19 Capital Improvement Program. In 2017 the County also received an FAA grant for $212,200 to complete environmental studies required by FAA. Design and environmental clearances are complete. This FAA application officially requests 90% of the currently anticipated $1,125,000 construction cost, or $1,012,500. A Request for Proposals has been opened for construction of the drainage basin and should those bids come in higher than the architect's estimated $1,125,000, staff is requesting the ability to apply for an FAA grant for up to $1,500,000. The Board’s approval also authorizes a $50,000 matching grant application to Caltrans.
This project is necessary in order to provide drainage improvements to support the Airport’s current needs as well as accommodate future development so that areas of the Airport do not flood. These improvements also ensure that any runoff from the Airport does not increase downstream flooding, which is especially important due to the nearby Rolling Acres subdivision. |
